On the page, you must choose the option Denúncia. You have to be a Brazilian citizen to use the form, though: only those with CPF can do it (tax file number for Brazil). You could write the message in the English language and expect someone to read/archive it. In Australia, you can always use the services of TIS National to speak with any other Country in their own language, as you know. Their number is 131450. You then will speak in English with an operator and tell them about your needs. They will organize an interpreter to help you converse in their language during the same call.
